McCabe leaves Gloucester for Chester Council

Chester City Council has appointed Mike McCabe as its first head of communications.

Chester City Council has appointed Mike McCabe as its first head of

communications.



McCabe joins from Gloucester City Council where he was a communications

officer. He will head a department of 24 people with a budget of pounds

500,000 a year. He will oversee PR, marketing, graphics and

reprographics, and report to the council’s four strong management

board.



At Chester, McCabe will be one of 18 heads of service reporting to the

council’s four-strong management team, which includes the chief

executive, Paul Durham.



Chester decided to create the post after a communications audit carried

out by PR agency DTW. McCabe will oversee one other press officer, Mike

McGivern, but intends to recruit more media relations staff.



McCabe was Gloucester’s only spokesman and reported to the chief

executive, Graham Garbutt. He joined the council in 1992 and handled the

media furore around the Fred West murders in 1994.
