Birrell is said to be a friend of David Cameron and was considered as a chief aide to the Tory leader some years ago.

The appointment as a speechwriter is only for the duration of the campaign, but it puts Birrell in a strong position to land a job working for Cameron in Downing Street, should the Tories win the general election.

Tim Montgomerie, editor of the ConservativeHome blog, described Birrell as ‘a very good appointment'.

He added: 'I would expect him to join the Downing Street staff if the Conservatives win the general election.'

Birrell announced he was leaving The Independent earlier this year, after nearly 12 years at the paper. He had been deputy editor since May 1998.
