Public Affairs: The Week in Lobbying

Barclays has hired James Heal as associate director, public affairs.

Heal moves from Lloyds Banking Group where he was government relations manager. He replaces Joe Perry, now public affairs manager at Standard Chartered.

Curtin and Co has signed up former Labour parliamentary candidate Paul Harvey as a consultant. Harvey stood as Labour candidate for Basingstoke in 2005 and is also a former leader of Basingstoke Council. He was recently doctor of international politics at King's College, London.

Consumer Focus has promoted Kallon Basham to the new role of public affairs manager. She replaces Helen Newton, now head of communications at Money Advice Trust.

College Public Policy is to establish an advisory board to support its EU affairs consultancy Policy Action. The board will be chaired by John Bowis, a former MEP and UK health minister. Other board members are Eduardo Antoja, Francisco Mingorance, Morten Nissen and Karl Snowden.

Guido Fawkes will now address the CIPR Government Affairs Group on 23 March. The talk by the right-wing blogger has been postponed by two weeks from the previously advertised date.
