The European Commission is looking for PR consultants to help it
explain the benefits of membership of the European Union - part of a
three-pronged campaign with a total budget of 50 million ecus (pounds 41
The Commission’s information department, DG X, is looking for
consultants to provide local PR and press relations support to its 23
representative offices on each of three information campaigns or
‘actions’ including a campaign to explain the concept and benefits of
the single currency or Euro.
The other two are: Citizens First - a campaign to explain the rights of
existing EU legislation - and Building Europe Together, which will aim
to address the role of the European Union after the Inter-governmental
The total fee value of the contract for local press relations support -
in effect half a day of a consultants’ time for each office - is
estimated to be at least 720,000 ecus (pounds 600,000). It is likely
that this will be split among a number of local suppliers rather than a
single pan-European network.
One source estimated the business could be worth several times that
figure if the consultants are called upon to do promotional work.
A spokesman for DG X said the consultants would act as a link between
the DG X taskforce set up to oversee the three actions - headed by
Alberto Hasson - and EU representations in the different member states.

The call to tender was sent out earlier this month to around 150
consultancies on a list compiled by DG X from previous expressions of
interest. The closing date for submissions is 30 April with pitches in
May and appointments by June. It is understood the contract will start
