The hunt is at an early stage with a pitch process unlikely to start until next month.
The chosen agency will report to a newly established stakeholder group, encompassing the British Horseracing Authority, the Racecourse Association, Jockey Club and others.
At present, the British Horseracing Authority uses Mandate Communications. The agency will be invited to pitch for the enlarged account.
A spokesman for the new group said it was keen to establish 'a more joined-up approach to the industry's political communications'.
