Brown was formerly head of communications at the Consumer Council for Northern Ireland and has also worked as a press officer for the British Safety Council.
She said a key focus would be to start promoting the work of the assembly's committees and showing the success of devolution.
'What I'm looking at is new ways to tell people about the Assembly, and what we are doing for them,' said Brown.
'People tend to think they are distanced from politics, but at the same time they are interested in the environment, crime and so on. It's our job to make people see the connection.'
Brown is responsible for developing and delivering a communications strategy for the Assembly.
In addition, she is responsible for managing the press office, redeveloping the Assembly's website and other online presences and managing the Assembly's broadcasting and advertising contracts.
Brown will oversee a team of 11.
