The new list sees just seven agencies remaining from the former roster, with 16 new outfits on board.
New agencies on the internal comms roster include Karian and Box, Weber Shandwick and Hill & Knowlton.
However, Bell Pottinger, The Forster Company and Ogilvy are among the agencies that failed to make it on to the new list.
The new roster is divided into lots, such as 'change management and culture change' and 'employee communication', and becomes operational from 1 April.
Separately, the COI's marketing, brand and strategy roster has also been overhauled, and sees Hill & Knowlton and Futerra Sustainability Communications make the new list.
The two new frameworks are worth approximately £5m per year and replace the marketing and brand strategy consultancy framework - last reviewed in 2005.
The COI evaluated 600 applications and reviewed about 3,000 CVs and 5,000 case studies.
