I was left feeling angry after reading Luke Blair's piece on ideas for 'hard to reach' groups (News, 13 January), which over-simplified ethnic communications.

Consultations and 'expensive spin' would not be very successful techniques for public authorities to use to engage these groups.

There are a variety of tactics that can be used, such as outreach, focus groups and direct mail.

As Blair highlighted, getting close to key audiences need not be expensive, but there are factors that need to be considered. Public authorities need to ensure they think these through before embarking on a PR or marketing campaign.
