The PM enters 2009 minus Carter and with a new ‘horse-shoe’ arrangement in place: a suite of offices centred around one ‘war room’ in 12 Downing Street. The idea is to have all of the main personnel within easy reach of each other. But two of the main influences on the PM’s media strategy are not even in the building.
