Piggy Bank PR will target smaller companies and in-house PR teams.
It will offer a selection of PR services that clients can buy-in for a set fee, with prices starting from £99.
Director Ian Latta said the agency has adapted the same business model as low-cost airlines and has stripped out extra costs.
Latta claimed: "The PR industry needs to adapt to changing markets and we believe a basic menu of public relations, tailored to meet the pockets of smaller companies and over-stretched in-house teams, is just what is needed right now.
