The Carbon Trust has hired former Greenpeace campaign director Matthew Spencer as its head of public affairs. Spencer joins from a role as CEO of Regen SW, an agency that aims to 'speed up the transition to a low-carbon economy in South West England'. He replaces James Sheward, now at Transport for London.

Edelman has opened new offices in Berlin and Rome in an attempt to enhance its public affairs offer worldwide between now and 2012. The Berlin office is headed by Bernd Buschhausen. The Rome office is a joint venture with the Rome consultancy VerA and will partner with Edelman's Milan office, headed by Fiorella Passoni.

Weber Shandwick Brussels has appointed Dragan Barbutovski as senior consultant at its public affairs practice. He was previously a spokesperson for the Slovenian EU Presidency in 2008.

Lilly UK has promoted Thom Thorp to UK government affairs manager, with responsibility for government relations and policy in the four nations. Thorp previously served as the pharmaceutical firm's European government affairs manager based in Brussels. He has also held public affairs roles at GlaxoSmithKline and Novartis.
