Public Affairs: The Week in Lobbying

The APPC has thrown out a new complaint about the lobbying firm Morgan Allen Moore - two weeks after a similar complaint about the agency was withdrawn (PRWeek, 15 August). The latest complaint has been submitted by a body called the Sunlight Centre for Open Politics. APPC chair Robbie MacDuff said: 'The complaint is not being investigated.'

The Energy Retail Association has appointed Lexington Communications to handle its public affairs and PR. Mike Craven's agency won a five-way pitch for the business, which was previously held by Four Communications.

Abbey has a new head of government relations. Emmeline Owens joins from her role as a senior EU policy adviser at HBOS.

The General Medical Council's head of public affairs Hugh Simpson has been made deputy director of comms at the NHS Confederation.

Sainsbury's has recruited Consolidated Communications account director Anna Brown as public affairs adviser.

Grayling Global has brought in the Royal British Legion's head of public affairs. Paddy Leavey joins the consultancy as an account director.
