Dresdner Kleinwort Equity research analyst Scott Ransley has joined City agency Blythe Weigh Communications as an associate director. Ransley started his analyst career with Charterhouse Tilney before joining Dresdner Kleinwort in 1996, where he became director of Retail Research for the UK and Europe. 'The most seasoned investors agree that sentiment towards a company and its prospects is a key determinant of its valuation,' said Ransley. 'I would estimate that favourable sentiment can boost a company's valuation by more than 30 per cent relative to its peer group.'

Penrose Financial has recruited Deutsche Bank in Sydney's deputy head of comms and marketing as senior account manager. Sue Matthews joins alongside Sarah Gill, who begins as account manager from Cognito Media. The agency has also hired Elliott Ross Associates Katy Hall as account executive.

Phocas, the business intelligence (BI) firm, has signed up Say Communications on a £50,000 brief. Say is charged with 'running a comprehensive comms campaign to build brand awareness and differentiate Phocas in the increasingly cluttered and competitive BI market'.

The Abu Dhabi Securities Exchange has turned to industry veteran John Gilchrist to head its newly formed comms, marketing and research department. Gilchrist has previously been director of comms and strategic planning at the Dubai Financial Services Authority, director of corporate comms for Clearstream International and corporate planner at the London Stock Exchange.

The Bank of New York Mellon has hired Sarah Deutscher as comms manager. She joins from F&C Asset Management and reports to Jamie Brookes, global head of asset management comms.

Capital MS&L has been selected by The Bank of New York Mellon to provide communications support in the Middle East region. The appointment coincides with the announcement that The Bank of New York Mellon has been awarded a licence to operate in the Dubai International Financial Centre.
