The Local Government Association (LGA) has issued a directive to every council in England to stop using terrorism laws to spy on people for trivial matters such as dog-fouling and littering.

Newspapers picked up on the story this Monday. 'The overall effect in terms of the reputation of local government has regrettably been quite damaging,' said LGA chairman Simon Milton in a letter to council chiefs.
