A new voluntary register for EU lobbyists came into effect this week. Anyone engaged in 'activities carried out with the objective of influencing the policy formulation and decision-making processes of the European institutions' is encouraged to register. Those who do register will have to disclose both their own lobbying turnover and the names of clients, ranked by financial importance.

College HiLL has acquired 20-strong Westminster-based public affairs consultancy Communique. The ten-strong agency will work alongside Warwick Smith's College Public Policy.

Policy Exchange, the right-leaning think-tank, has selected InHouse PR to handle media and communications. Over the coming months, the agency will promote a series of reports on topics including gun and knife crime.

Cicero Consulting has a new non-executive chairman. The financial public affairs agency has appointed Stephen Knight, former chairman of GMAC RFC UK, to the role.

Quatro Public Relations, the property and planning specialist, has been hired by Treasury Holdings to help push through its plans for the redevelopment of Battersea Power Station and the surrounding site.
