Campaigning guide now out

The Charity Commission has finally released its long-awaited guidelines to campaigning.

It is hoped the new guidance will give charities more confidence to campaign in the political arena.

The commission stipulates that political activity cannot be 'the continuing and sole activity of a charity', but can be used as a means to deliver its charitable purpose.

The guidelines previously stated that campaigning should be an 'ancillary' activity rather than a 'dominant' one - a form of words that charities found unclear and confusing.

The commission has also clarified the distinction between campaigning and political activity.
