The new company, called Fleishman-Hillard Vanguard, will use the agencies' combined 40 staff to serve clients in the Russian Federation and other countries, including Ukraine and Kazakhstan.
Former Vanguard general manager Elena Fadeeva will head up the new operation, taking on the role of MD.
Fleishman-Hillard and Vanguard have worked together since 2005 on several healthcare, technology and corporate comms programmes.
