It is the first time the body has issued a tender for retained support, with previous regional and national activity being project-based, said deputy media and comms manager Charlotte Knowles.
‘We want a national, overarching campaign. The environment has become so much more of an issue, and there are so many messages flying around,' she added.
Pitches for the one-year brief will take place in March. The winning agency will report to Knowles and media and comms manager John-Paul Warner.
Warner joined two months ago from market research agency Millward Brown, where he was marketing and comms manager.
He replaced Maia Vassileva, who left to take a career break after five years in the role. Warner reports to creative services manager Lorraine Robson.
Envirowise - an offshoot of the Department for Trade and Industry and the Department for the Environment, Food and Rural Affairs - helps businesses save money by reducing their waste.
The aim of the campaign is to boost awareness of the body and generate service requests.
Trimedia Harrison Cowley previously handled project-based campaigns for Envirowise.
