Harkin, who was embroiled in the infamous 2001 'fake sheikh' fiasco, intends to offer a celebrity 'caretaking' service for people who find themselves catapulted onto the red-tops' front pages for the wrong reasons.
He said: "I found myself in that situation, so I know how to look after people in similar circumstances."
Harkin bought the names EP and Entertainment People last year, but said he had not been in a position to relaunch the firm until now. He has spent the past year as an associate director at Brighter PR, with which he said he would continue to work.
Harkin revealed that EP would also advise clients in the health and beauty, entertainment and travel sectors.
