The news will come as a major blow to incumbent Firefly Communications.
Firefly has held the account – believed to be worth at least £300,000 a year and which spans various business units at the world's second-biggest handset maker – for eight years.
Edelman/JCPR declined to comment, as did Firefly.
Motorola UK & Ireland comms and PA manager Chris Bignell, who has been working on the review with EMEA director of comms and public policy Mark Durrant, would only say: ‘We haven't finished the process yet and won't be announcing any decision we make, probably for another three or four weeks.'
Bignell confirmed that four agencies had been scrapping it out for the brief.
The review has been overseen by AAR.
