The college near Liverpool has 12,000 students and currently awards degrees via other universities. But by adopting university status itself it will be able to develop its own degree courses.
'We will be easing the transition and raising the organisation's profile as it steps up to compete with bodies such as Loughborough University,' said agency account manager James Crawford.
Local, regional and national campaigns are planned, alongside stakeholder relations with funding bodies such as the Higher Education Funding Council for England. Fees are undisclosed.
