The ombudsman has increased the number of researchers from one to four, said director of strategy and comms Philip Aylett.
'Instead of just dealing with people's complaints we are trying to influence public services for the better by communicating our findings with government. We also want to forecast policy and influence it,' he said.
The postholder will be charged with external and internal comms, publications and stakeholder relations and report to Aylett.
The post effectively replaces Valerie McBurney, who left the head of comms role at the ombudsman last autumn.
