Shine Communications, Exposure, Yellow Door and Chase PR have pitched for a contract to promote the distinctive Cat boots and shoes, with an appointment likely within a month.
Quantum PR has handled the account for seven years but is not in the running.
The agency said: 'We had a good innings, but we are not pitching.'
The review is believed to have been part-triggered by in-house staff changes at Wolverine World Wide, the firm that markets the Cat Footwear brand. Wolverine is to bring in a new marketing manager later this month.
Wolverine UK transferred PRWeek's calls on the review to its recently promoted Heritage Brands Group president Gordon Baird and global marketing vice-president Dani Zizak. Both were in the US and unavailable to comment as PRWeek went to press.
