The new system is a major shake-up in the way that social housing is provided, in a borough that is one of the country's biggest social housing providers.
The Office of the Deputy Prime Minister has ruled that all councils must introduce choice-based letting by 2010 - this enables tenants to bid for properties, rather than a house being allocated by the council.
The agency has drafted question-and-answer leaflets for all 1,200 staff in the council's housing department to help them handle press and public enquiries. It will also target councillors through the council newsletter.
Information leaflets are being distributed to a further 13,500 people on the council's housing list. The agency will begin a media relations push targeting local newspaper, broadcast media and specialist housing press ahead of the 22 September launch.
