The brief is to advise on relations with central government and provide strategic counsel to the North-East developer on attracting inward investment.
Director of corporate services Nigel Orr said TVR had five major regeneration projects, worth £220m of public money and £1.2bn of private investment, either at or approaching the stage of developer backing.
'As we enter the delivery phase and issues arise, we need to be able to call on someone for advice,' he said.
TVR expects to award the contract next month and has approached three agencies for the brief.
It used Bell Pottinger Public Affairs on a project basis last year to help lure government departments to the Tees Valley region following the Lyons Review on public sector efficiency.
