Public Sector Brief: West End's posh loos

Westminster City Council unveiled the West End's flashest public conveniences last week when it rolled out the red carpet at its Oxford Circus loos. It held a champagne reception in the toilets, with waiter service and a string quartet, to promote the lavatory - which has benefited from a £300,000 refit over two years. The refurbishment followed criticism that the council did not provide enough public toilets.
