Inspired Broadcast Networks and content provider mylocal operate the Directgov scheme, which provides public access to information about government services via digital TV, mobile phones and touch-screen kiosks in public places.
The firms want to encourage local and central government use of the scheme.
Quintus will seek to identify specific policies that can easily be communicated and made accessible, with local authorities a particular focus of the campaign.
'Directgov is not well known or understood among local authorities at the moment,' said Quintus MD Chris Guyver.
Government departments with policies that affect lower-income and rural communities - which often do not have access to mobile phones or the internet at home - will also be prime targets.
