Public Sector: Ealing Council recruits for top marcoms position

Ealing London Borough Council is on the hunt for a PR chief to lead its restructured comms team. The news emerges as it faces a legal challenge from the Audit Commission (AC) over its rating.

Ealing Council was rated 'weak' in the AC's Comprehensive Performance Assessment (CPA) rankings last December by default because it had a 'zero star' rating for its social services.

But the council said the rating should be dropped and won its challenge in a High Court hearing last month.

The AC claims the ruling was flawed and has appealed against the High Court's decision.

Whoever fills the newly created post of communications and marketing director will be charged with promoting the council's argument internally and externally and will manage a team of 20.

The comms team has been revamped as part of a council-wide shake-up designed to make the authority more customer focused.

The so-called 'Response Programme' is designed to make council services more accessible, said interim marketing director Richard Davies.

The new team encompasses marketing staff, who were previously part of other departments. It was designed by Davies, previously director of comms and marketing at insurer Swiss Life UK and former head of internal comms at the Ministry of Defence.

Davies was drafted in in February 2004 and will leave when the new PR boss is appointed.
