The South Yorkshire council wants to inform staff how they can continue to improve, said Holmes, who has taken the role of head of corporate comms and marketing.
She said: ‘We need to make sure we are keeping people informed on where we have made improvements and that our comms are consistent in terms of messaging and branding.
‘Mori data says there is a correlation between better-performing councils and councils with good communications departments. ’
The council’s Comprehensive Performance Assessment in 2003 was ‘weak’, but in 2004 it was ‘fair’ and in the top ten improving councils in England, added Holmes.
The council has improved its community leadership, having designed a development programme for members and a leadership programme for middle managers. It has also improved its planning services.
Holmes replaces Eileen Brooks and Carmen O’Toole who shared the job and left last year (PRWeek, 17 September 2004).
