Pitches for the multi-million-pound account took place in Dubai earlier this month.
The firm will make an appointment within the next four weeks, according to Emirates senior V-P of corporate comms Mike Simon.
Emirates is one of 15 sponsors and will sit alongside brands such as Coca-Cola, McDonald’s and Adidas at the event.
Simon said: ‘We are looking for ways to optimise our investment and ideas for ways to promote Emirates to the footballing public.’
The winning agency will work on the project to the end of 2006, six months after the World Cup ends.
Agencies invited to pitch included QBO Bell Pottinger, which has teamed up with Publicis and sponsorship consultancy Connexus to form one bid.
Others include Weber Shandwick, which teamed up with sports marketing agency Octagon, and Hill & Knowlton, which pitched with sponsorship consultant Premier Consulting.
