The move follows recommendations by local government comms consultancy Tribal MPC, which the council drafted in last year.
As comms and information services manager, Carpenter will report to head of strategic services Gerry Sevenoaks.
He said: ‘The new team will bring together different parts of the organisation and a help desk for each of the directorates. We wanted to change the team to enhance our media coverage.’
The six-strong communications team, and additional services such as a magazine produced for residents, will cost the council £170,000 per year.
As well as the comms department, Carpenter will have responsibility for up to 20 staff operating the customer helpline.
