Miller, a former Railtrack PA chief, replaces Stephen Kehoe, who quit to join Pepsico as director of government relations in February.
He is expected to be on board by July, overseeing a 35-strong team. Miller will report to APCO Europe’s Brussels-based chairman Brad Staples, who said its London office would become an ‘important hub’ for international business opportunities.
APCO’s London office clients in the last few months include Microsoft, the Association of British Pharmaceutical Industry and, most recently, UPS Foundation, the ‘philanthropic arm’ of the global delivery company.
The agency has also appointed former Tory MP Dudley Fishburn as non-executive chairman.
APCO is poised to confirm a new ownership structure that will see it split from existing majority owner Grey Global. It is on the verge of securing a private investment partner with management also buying into the firm.
Miller was head of PA at Railtrack from prior to flotation in 1996 until 2000. A hunt for his replacement at H&K is currently under way.
