Owen, who was not available for comment, is the latest senior editorial mover at the websites owned by Associated New Media (ANM).
Guy Dresser, editor of the BBC's business and finance website, took over as editor of the personal finance site This is Money last month (PRWeek, 17 October). He replaced Steve McDowell, who left to freelance. This Is Money is being redesigned in a bid to expand its user base.
However, ANM executive editor Nigel Vincent said no changes were planned at This is London.
The site averages 18 million page impressions and 1.3 million unique users a month. It specialises in breaking news in the capital, including City stories and traffic reports. But it also has a strong features element, with sections on arts, sport, restaurants, homes and property.
ANM also runs femail.co.uk, londonjobs.co.uk and This is Travel, which are the online affiliates of the Daily Mail, the Mail on Sunday, Evening Standard and Metro.
