The council has drafted in Grant Riches Communication Consultants to handle the review, which aims to better coordinate the council’s PR effort, according to Grant Riches partner Carol Grant.
Oxfordshire scored a ‘fair’ rating in December’s Comprehensive Performance Assessment, with internal comms flagged for improvement.
Grant said internal comms was being reviewed, adding: ‘The main issue we’re looking at is how the comms department relates to the centre.’
Council head of comms Nicky Kirkwood oversees a team of five full-time staff with two further PR staff located in other directorates.
Grant described Oxfordshire as being in a ‘fairly typical situation’ for county councils. She said: ‘Councils increasingly need to be seen to act like one corporate body’.
The council is under joint Conservative/Liberal Democrat administration.
