Spybey quit WS at the end of last year after just three months with the group, following a decision to return to an in-house PR role.
He said his immediate priority at CA will be to review PR across the board and look at whether to hire an agency at a pan-European level.
'We have PR consultancy support on the ground in most countries, and I'll be making sure we have consistent briefing practices for those agencies, so they're working on consistent messages and objectives,' Spybey said.
'We don't have a pan-European agency providing support, but it's something that I'm considering.'
He will also focus on making sure the group has effective PR measurement and evaluation methods in place.
At CA, he replaces Carlo Cecchi, who moves to a regional marketing role covering Southern Europe.
Spybey, who reports to New York-based V-P for PR Dan Kaferle, is responsible for 14 direct reports, including UK PR manager Marian O'Donnell.
