LCC campaigns director Piers Merchant said: 'There is a mixed response to the scheme. While we recognise congestion is a problem that needs to be addressed, there are fears over the practicality of the scheme among businesses and what it will cost them.
'We are expecting a lot of opposition from businesses to the scheme,' he added.
The campaign will be handled by a newly assembled team, formed after the departures of campaign executives Dirk Patison to Hill and Knowlton, Stephen Crabb to take an MBA and Linda Palmer who has remained in a part-time role.
Joining the team are Eloise Ellis from the Country Land and Business Association, Elizabeth de Winton from APCO and Emma Winsor-Cundell.
