Dé will lead Healthcare Policy Communications, a new position that will focus on policy communications at the global, European and national levels.
Foster, meanwhile, will take responsibility for some of the agency’s biggest clients, spanning vaccines and men's health.
Both will report directly to Catherine Keddie, managing director of BCW London’s Healthcare practice.
Dé has more than 20 years of experience working in healthcare and related fields. She joins BCW after having previously set up and run her own consultancy for more than two years.
BCW said Dé had worked "at the intersection of healthcare and health policy" throughout her career, working at a host of major agencies, including Incisive Health, Ogilvy Healthworld Market Access, Acumen Public Affairs and H+K Strategies.
Before working in agencies, Dé held public affairs roles with the Delegation of the European Union to the United States, the United Nations and Arthritis Care.
Commenting on her new role, Dé said: "I am thrilled to join BCW to develop and offer policy communications to existing healthcare clients and prospects. It’s a very exciting time for BCW and I’m looking forward to working with my very talented new colleagues."
Foster joins BCW from his previous role as a director on Porter Novelli’s healthcare team. He has more than 15 years’ experience working in agencies, including WE Communications, H+K Strategies and the then-Burson-Marsteller.
He also had in-house roles at bio-pharma companies AbbVie, where he was a senior corporate comms manager, and Amgen.
