According to communications manager Ros Rimmer, one theme to emerge from the review is likely to be the need for a marketing function.
She said: 'What is coming from the elected members is the need for a function to properly market the council.'
The PR function was created two years ago, when Ruimmer was appointed as the council's first PR chief.
Including Rimmer there are two full-time PR professionals at the council.
Rimmer added: 'The structure is also something that will be looked at, as is updating our communications strategy.'
The review, which gets underway this month, is expected to take several months.
