WS public affairs senior MD Kehoe in APCO switch

Weber Shandwick's Washington-based senior MD of global public affairs Stephen Kehoe is to join rival APCO.

Kehoe will take a newly created strategic pan-European role, based in APCO's London office as a director, reporting to Europe chairman Brad Staples.

Before joining WS, Kehoe was MD of Adamson BSMG Worldwide in Brussels.

Staples said: 'While his time as MD of BSMG Adamson established him in Brussels as a major player in that market, his experiences in the past three years in the US have placed him in a small group of senior advisers with a global perspective.'

APCO UK managing director Nick DeLuca insisted Kehoe was not a replacement for Nick Andrews, the agency's European MD of strategic comms, who left early this year to join Gavin Anderson as CEO of its Brussels office (PRWeek, 25 January).

DeLuca said: 'Nick was looking at corporate communications. Stephen has been taken on board for public affairs and issues management. The two roles are totally different.'

He added that a decision on whether to replace Andrews was under review.

Also joining APCO is Simon Whitehead as an associate director. He will handle European strategy for Russian clients from London. Whitehead is a former investment banker with Morgan Grenfell and also worked for Conservative Central Office in communications and marketing.

APCO's third hire is Paul Riley, who will be based in Brussels as a senior associate. He leaves Citigate Brussels where he was a senior consultant.
