Called Goldsmith Communications, the London-based agency will focus on tech companies, investors and established brands entering the technology sector, he said.
Initial clients are venture capital firm Mosaic Ventures, Danish tech conference TechBBQ, and DiversityVC, a campaign group that aims to build a fairer and more representative venture capital industry.
Goldsmith said: "I want to build a company that does intelligent work for a range of clients - focusing on achieving thoughtful, impactful and useful results, rather than short-term wins."
The agency will launch next month.
Goldsmith was a freelance comms consultant before moving to Balderton, a multinational tech investment firm, where he was credited with transforming its internal processes and overseeing a marked improvement in coverage and performance.
He was chosen among the 30 UK PR professionals to be included in PRWeek’s 30 Under 30 list for 2017 earlier this year.
