UK managing director Ann Moravick said the move had been taken to better co-ordinate work on the continent.
She said: 'We found that we had so much shared client activity from market to market throughout Europe that we felt we needed to appoint such a role. This is especially important to developing new business efforts.'
Togotzes has worked in the PR industry for 25 years and has been chairman of MS&L Germany for the past seven. The firm touts him as one of its most senior crisis communications staff.
MS&L cleints include Philips, General Motors, Eli Lilly, Pharmacia and Procter &Gamble.
Togotzes' appointment comes as MS&L cements London finance director Tim Morley's role co-ordinating finances across Europe.
He has been appointed as chief financial officer for Europe, a role he has already held 'for a number of years unofficially', according to Moravick.
Other changes at MS&L recently include the appointment of Charlotte Ersboell as European healthcare director and practice leader for its London healthcare group.
Ersboell joined from Burson-Marsteller, where she was Nordic healthcare head (PRWeek, 9 November, 2001).
Moravick became head of UK operations last year, replacing Jackie Elliot, who moved to become global PR chief at wristwatch giant Rolex (PRWeek, 17 August 2001)
Moravick retains Elliot's role as vice-president and head of global accounts.
MS&L has around 100 offices worldwide.
