As part of the brief, the borough has hired agency Square One to produce an internal newsletter for teachers.
Square One commercial director Sean King claimed it was the 'most commercial' approach taken by an education authority in addressing the teacher recruitment crisis.
In addition to PR, the campaign will involve ad and direct marketing, as well as the development of an intranet. The campaign will focus on London and the south-east.
