He has spent the past two years leading campaigns and managing Tesco’s government relations across the UK and abroad.
Prior to this, Burton was head of corporate affairs at National Lottery operator Camelot. He also spent 13 years at agency Fishburn Hedges, where he was a board director.
Chris Salt, Headland CEO, said Burton's time as the retailer had "put him at the front line of dealing with major corporate reputation and regulatory issues", and went on to say: "He has a very rare background, everything from the customer to the City, so Simon’s the perfect fit for Headland’s advisory offer."
Burton said: "Boards and executive teams are now seeking a more deliberate and strategic approach to reputation management. Headland’s offer meets that demand head-on."
In addition, Headland has appointed Danny Calogero from Prosek Partners as an account director.
Headland said its team had doubled in size in the past year, with recent wins including Smart Energy GB and actuarial consultancy Punter Southall, along with financial transaction work including the sale of Evans Cycles and Lone Star Funds’ recent £700m offer for Quintain Estates and Development.
