Lusher will start in his new role in July.
It follows news in March that Hutchison, the company that owns rival Three, had agreed to buy O2's parent company Telefónica for £10.25bn.
Lusher has been at Telefónica since February last year. He was previously at Fishburn where he joined as a trainee in 2011.
Virgin Media recently lost its head of media relations, Gareth Mead, to Uber. The company is in the process of recruiting someone to replace Mead, to whom Lusher will report.
Lusher told PRWeek: "As the telecoms market in the UK and beyond changes at a significant pace, Virgin Media has some interesting communications issues that I’m really looking forward to helping with.
"Particularly the major expansion of its cable network, Project Lightning, which will bring some of the fastest fibre broadband to more of the UK while creating jobs and boosting the national economy. It will be fantastic to be part of a company investing so much in the British digital economy and to work with such a well-respected comms team."
