Neale’s title as president of international will not change, but he will partner with Gary Rudnick, international president of the Americas at Golin.
Hilton has been promoted from deputy managing director of the London office to managing director.
Neale became co-MD of Golin's London office in 2005 with Jon Hughes from Golin’s sister firm, Weber Shandwick.
In 2011, Neale and Hughes were appointed as international presidents and in 2012, Hughes relocated to Hong Kong to lead Asia Pacific.
Rudnick said: "New York is our agency's highest priority and biggest opportunity. I look forward to working with Matt and with Tony to realise its full potential. We have very big ambitions."
Hilton joined Golin London in 2006 as a senior manager in its consumer practice. She was promoted to deputy managing director in 2012.
In her new role, she will be continuing the office's rapid growth and expanding its integrated marketing capabilities. She will continue to report to Neale.
