The network is made up of boutique agencies operating throughout the Adriatic region, Australia, Austria, Belgium, France, Germany, Luxemburg, the Netherlands, the Persian Gulf, South Africa, South East Asia, Switzerland and the UK.
Wouter Glaser, who founded of Glasnost in 2012 and created Novum Worldwide, said: "We launched Novum Worldwide to grasp the growing business opportunities in other countries.
"Many international agencies have neither the dedication nor the expertise to get good results for a good price in different countries. We aim to become the AirBnB or Uber of the communication world. But we had to do a lot of groundwork first.
"Only agencies that can offer the best references, a personal fit, creativity and a modern strategy can be part of Novum Worldwide."
Customers are free to work with different agencies in the network or enlist one as a main contractor.
Glasnost said it hoped to extend the network in the future.
