More than 18,000 graduates from across the country were asked "Which employer do you think offers the best opportunities for graduates?" in order to compile the top 100 list.
The open-ended question did not show a list of employers to choose from; graduates answer on their own accord.
In the list WPP, the holding company behind Burson-Marsteller and Finsbury, has been categorised as 'media' along with Sky, Penguin and Channel 4, the only other companies in the category to make the list.
WPP offers a fellowship programme that comprises three one-year rotations through its companies, determined by the individual’s interests and the group’s needs.
The programme was set up by the group’s CEO Sir Martin Sorrell in 1995 to attract the best graduates and potential future leaders of the company.
Graduates are paired with a senior mentor from the group and some even get to work with Sorrell himself.
He said: "It's a recognition of the hard work our people are putting into winning the war for talent."
Monica Gojman, a fellow who began her first rotation in 2013, advised prospective applicants in a WPP brochure: "The WPP Fellowship is a job that constantly blurs the lines of what is possible and impossible.
"It is a tailor-made role that we never knew existed, but fits each of us like a glove."
Jon Steel, group planning director and organiser of the fellowship said: "We only take on eight to 10 graduates each year, so we’re delighted to have such a high ranking, and to be the only marketing services business on the list.
"I'd like to think that it reflects the transparency of our recruitment process, and the unique experience that we offer to our fellows."
