It is the first such partnership for Message Matters, which was founded by Peter Duncan, the former chairman of the Conservative Party in Scotland, and Andy Maciver, who has managed comms for a Scottish Tory leadership contender as well as the Bank of Scotland.

Its clients include Standard Life, which it has advised on the Scottish independence referendum, and think-tank Reform Scotland, which campaigns for the Scottish Parliament to have greater powers with Scotland remaining within the UK.

Duncan is also the chairman of the APPC’s Scottish committee while Cicero’s co-founder and chief counsel Iain Anderson is the chairman of the APPC.

The two agencies said they had agreed the partnership in the belief that, whatever the outcome of the Scottish independence referendum, an increasing amount of power will reside in Edinburgh.

"This is an important strategic link for Cicero and gives us a presence in Scotland," said Anderson.

Duncan said: "Message Matters is small, but we operate and deliver to an exceptionally high standard and we believe we can fill a gap in Cicero’s offering at the same time as taking our service to a much wider audience."
