NEW YORK: Fleishman-Hillard has hired Robert Dowling, president of Weber Shandwick's New York operations, as general manager and senior partner of its New York office and president of its Eastern region.
F-H also promoted Ron Guirguis, currently SVP and senior partner at the Omnicom firm, to deputy GM of the New York office. Guirguis started at F-H in Canada in 1999. He will continue to lead the New York office's corporate and public affairs group while he supports Dowling in the operational management of the New York office. Dowling will report to Jack Modzelewski, president of the Americas at F-H.
Former Fleishman New York MD Steve Hardwick left the firm late last year.
Dowling and Guirguis will join F-H's senior management committee. Prior to rejoining Weber's New York office, Dowling managed the firm's Northern California operations. He also led the firm's technology practice in North America.
Modzelewski noted Dowling's experience leading teams for Weber in Northern California and New York, and added that he also fit Fleishman's culture.
“We were looking for someone who had worked with a wide variety of clients from the smallest to the biggest, and also someone who could take on even greater responsibility down the road,” he said.
Dowling served on the board of advisors of the Executive Council of New York and has lectured frequently at New York University's graduate school of communications.
Guirguis has 20 years of experience in public affairs across financial and professional services, telecommunications, defense, natural resources and environment, food and agriculture, and healthcare.
Prior to joining F-H, Guirguis worked for the government of Canada as an international trade policy adviser and commercial officer with Agriculture and Agri-Food Canada, and the Department of Foreign Affairs and International Trade. Before joining F-H's New York office in 2010, Guirguis was MD of public affairs for F-H Canada, based in Ottawa.
