WASHINGTON: Facebook named Andrew Noyes, a reporter at CongressDaily, a manager of public policy communications, effective November 9.

It is a new position for the company as it expands its Washington office, which is focusing on issues relating to cybersecurity, online safety, digital privacy protection, and free speech, said Barry Schnitt, director of policy communications at Facebook, by e-mail. Noyes covered many of these issues for the National Journal Group, which he began working for in 2006.

Noyes will report to Schnitt, as well as work closely with Tim Sparapani who recently joined as director of public policy for Facebook.
